With nearly three decades of experience in federal service and in the private sector as a consultant, John and his associates provide risk assessment services ranging from on-site evaluation to the development of tailored safety and security training programs and curriculum, as well as proactive risk-mitigation consultation.
John F. Muffler, MS, CTM
John Muffler, Principal of Aequitas Global Security, LLC, is an accomplished law enforcement professional with more than 28-years experience in the field with an emphasis on leadership and high-level security matters. He holds the distinction of being certified in threat management by the Association of Threat Assessment Professionals. John served the United States Marshals Service as the Administrator of the National Center for Judicial Security. In addition to his capacity with the U.S. Marshals Service, where he was tasked with protecting hundreds of personnel, facilities, and at-risk public officials, he has worked in the private sector to support the development of national-level protection plans, the development of physical security programs, and developing comprehensive risk-assessment tools for a variety of clients.
Examples of his work include the development and use of multi-disciplinary threat assessment teams that advise hundreds of schools and workplaces on protective, prevention, and intervention approaches related to behavioral violence; the development of the Department of Homeland Security’s national-level Active Shooter Preparedness curriculum; supporting the European Union’s Anti-corruption Initiative for the establishment of the High Anti-corruption Court in Ukraine; and, ongoing counsel and advisement for clients on short and long-term threat case management strategies.
John received his Bachelor of Arts in Criminal Justice from Temple University, Master of Science in Criminal Justice from St. Joseph's University, and is a graduate of the Naval Postgraduate School Executive Leaders Program. He serves on the Executive Board of the International Association of Chiefs of Police’s police academy and college training section; holds membership with the Association of Threat Assessment Professionals, Society of Human Resource Managers, ASIS International, and the National Association of School Resource Officers. He has proudly served on the advisory board of numerous local organizations and volunteers time for victims and families of violence.
Mike Parmigiani enjoyed a 25 year career in federal law enforcement, and recently retired from the FBI in Tampa, Florida after holding a number of leadership positions at FBIHQ and elsewhere. Prior to the FBI he was a U.S. Probation and Parole Officer, serving the U.S. Courts in multiple judicial districts.
Mike was a certified police instructor for the majority of his career and spent a number of years teaching and managing national programs at the FBI Academy and around the world. In addition to managing and implementing national and international training programs, he was also responsible for leading international operations towards the latter part of his FBIHQ career where he oversaw the rescue and return of U.S. persons kidnapped abroad, generally in hostile environments.
As a leader in Government, he has directed both small and large groups of employees to achieve success, has managed significant budgets and run global operations of national and international interest. Subsequent to his retirement, he held a leadership position managing safety, security, risk and emergency management with a large regional healthcare entity before joining Aequitas Global. Mike holds a Bachelors of Arts in Criminal Justice from Norwich University and an MBA from Philadelphia University and is currently a Professor of Business at an area University.
Patricia Haley supports Aequitas Global Security LLC and is principal consultant for PWG LLC her woman veteran owned risk assessment and training management organization. Patricia focuses on organizational resiliency and continuity, policy design, program and operations management, education and leadership; combining diverse experience and knowledge with a Masters’ Degree in Organization Development. Patricia is a Certified women’s self-defense instructor, lethal and non-lethal self-defense tools and NRA Certified Firearms Instructor. Patricia has traveled or lived overseas in 12 countries.
Patricia assists a wide cross sector of sectors and industries with both strategic and operationally tailored solutions; including over 300 organizations. Her experiences range from educating employees and designing business continuity systems for organizations such as the Department of Defense, Department of Homeland Security, Pentagon Force Protection Agency, Open Society Foundation, The State of Maryland, Ohio, Pennsylvania and West Virginia state agencies to establishing resiliency strategies. Patricia has managed large scale and multi-national emergency aid and assists organizations and governments with security assessments and disaster and crisis management planning for the Aspen Institute, The Foreign Service Institute and the Mayo Clinic. Patricia has also conducted nationwide risk evaluations in the US and developed mandatory training of public interest, guard and police officers, teachers and students for the States of Virginia, Maryland, and the District of Columbia speaking at major conferences as part of national active shooter training.
A veteran Major within the United States Marines, Patricia has diverse overseas operations, training, policy design, operational and risk advisory experience, including an appointment by the Commandant of the Marine Corps to provide advance security for multi-national guests and protection of facilities and critical infrastructures, as well as managing specialist crisis response teams in the event of emergency crisis incidents.
Patricia is a member of the American Women for International Understanding that promotes woman-to-woman interaction and understanding Worldwide through meaningful visits, grants, educational support, the celebration and support of the International Women of Courage, and participation of local Chapters which act locally and affect globally.
Patricia is co-author of the Naval Criminal Investigative Service Professionalization of Police Guard Services, member of Former Special Agents of the FBI Association, dedicated to advancing the profession through advocacy, outreach, education and programs and a security standards professional technical chairperson for ASTM International developing international standards for organizations that develops and publishes voluntary consensus technical standards for a wide range of materials, products, systems, and services.
